[tsc] Version 0.3 ready for comment

Folks,

I have posted V0.3 to source forge. Please let me have comments by  
17:00 Pacific Thursday Sept 7th as we agreed on the call. I will keep  
the pen, so please send text in mails if possible.

I have changed-tracked what I did and created a number of trackers on  
GF to keep track of issues we agreed to postpone for later  
discussion. Feel free to add to these in advance of our next meeting.
