[tc-rg] TC-RG work for GGF15

Dear Colleagues,

According to the Charter of TC-RG, Section "Goals", TC-RG will meet in 
GGF15 to work and discuss on the following two milestones:

Milestone 1: TC-enabled GSI. As HP is leading this part of the work, 
Wenbo Mao be providing a progress report on this.

Milestone 2: A document specifying usecase/requirements. This part of 
the work should start by GGF15 and complete by GGF16. So it's time to 
work out a draft to be discussed in GGF15. Andrew Martin will be leading 
editing this. Could please you all work with Andrew by sending your 
inputs to him? Thanks!
