No, that's not the case. These documents only define high-level concepts
and use cases, so they are OGF informational documents, and the wording
is correct.

Once you get the high-level stuff sorted out in these informational
documents, you start to spin-off WGs to make the pieces. These WGs work
on the real service interfaces (i.e., stuff that you can implement), so
these documentts are "proposed recommendations" and then
"recommendations" (similar to "preliminary" and "final" in DMTF
parlance).
