I would like to bring your attention to the recently released joint
UGA-IBM technical note on WSDL-S. The technical specification:

WSDL-S was also presented at the W3C Workshop on Frameworks for Semantics
in Web Services. The presentation made at the workshop, which also
identified its driving principles consistent with evolutionary approach
that preserves current investments in SOA, is available at
http://lsdis.cs.uga.edu/projects/meteor-s/wsdl-s/WSDL-S.pdf.

WSDL-S supports adding semantics to WSDL by using its extensibility
capabilities. The key annotations supported are:
    *Annotating message types (XSD complex types and elements)
      -extension attribute : modelReference  (semantic association)
      -extension attribute : schemaMapping   (schema/data mapping)
    * Annotating operations
      -extension elements : precondition and effect
      -extension attribute : category (on the interface element)
      -extension element : action (on operation element)(under consideration)
