[SAGA-RG] Java language binding draft for discussion at OGF22

All,

at OGF21 we had a first discussion of the Java language binding.
Since, we have been working hard on this item.

The result is attached. Next week in Boston, we will have a session dedicated
to this language binding. It would be great if some of you could have a look
at it before.
