[saga-rg] yet another steering API

Several of the SAGA use cases show up a need for APIs to
support Computational Steering. Both RealityGrid and VISIT
have well documented approaches and have posted to the SAGA
list. A third European steering API has now been released,
this time from the gViz project. For more information,
