[RUS-WG] updates

Dear OGF-RUS charters:
 
        I modify the draft-ggi-wsi-rus-17 document based on comments received from OGF20 and group discussion. Could you please have a look and upload into gridforge as version 3 of current specification (version 1.7), 'cos i realised i have not authority to update the document except create a new one.
