[RUS-WG] How to make new folders in RUS documents folder

Hi Morris,

I gave the GGF-Project-Admin group the right to administer documents, and 
now there should be a little button to create new folders.

I think that Draft and Final status of a document is probably better 
managed via the version management of SourceForge, instead of having two 
documents in different folders. But for schemas, persentations, templates 
etc. folders are good.
