[RUS-WG] How to make new folders in RUS documents folder

Hi Morris,

Please give "Document Admin: permission" to "GGF-Project-Admin" role.
By default, it is off.

Hit "Project Admin" tab, choose "Permissons", Choose
"GGF-Project-Admin", Choose "Document", check "create/view
all root document folders".
