[RUS-WG] A new Tracker for open issues

Hi everybody,

I got a tip from Hiro to test using trackers for keeping track of comments 
on the RUS specification.
So that we can have a hands-on test, I created the tracker

that contains my last email comment about the XPath expressions in RUS.
This might provide us with a more sorted and persistent approach to 
collecting comments that the mailing list, so lets try it out and see!

This is not cast in stone or any decision yet, just a trial to see how this 
can work.
