This may be it....

Thanks to Jon for all his comments - nearly all of these have been
implemented in the attached draft. Section 6 (Security Considerations)
has been restructured into Authentication, Authorisation and Auditing
sub-sections to reflect the issues being raised in this section. Not
much shorter... but perhaps a bit more focussed...

I intend to submit it to the editor at the end of this week....
objections or encouragement in this action would be appreciated!
