[rm-wg] Measures in sea shipping are cost-effective

Dear Sir or Madam,

The Netherlands Environmental Assessment Agency has, on the request of the
Dutch Ministry of Transport, Public Works and Water Management, assessed
the effectiveness of emission control measures in shipping in the North Sea
for Dutch regional and urban air quality in 2020. The results of this study
are incorporated into the report ‘Effectiveness of international emission
control measures for North Sea shipping on Dutch air quality’. With this
independent report, the Netherlands Environmental Assessment Agency (MNP)
aims to support the policy processes of the International Maritime
Organization and the European Union on future air pollution abatement
measures.

In the attached report a package containing emission control measures in
shipping in the North Sea is shown to be more cost-effective than a package
containing measures that might be taken in other sectors. Effective
measures include use of low sulphur fuels and cleaner engine technology in
both old and new ships. Abatement of air pollution from sea shipping is
important since sea shipping contributes significantly to air pollution in
the Netherlands. Moreover, this contribution  is expected to increase. The
importance of taking measures is again underpinned in the EU pursuance of
continuation in air quality improvement.
