[Risge-rg] ARI charter next version

Dear All,
please find attached next version of the ARI charter (0.10),
that has been worked out during the BoF session.

Lets proceed with the document, I will take the token now and will send 
next version tomorrow.
I would ask you then to send any comments/suggestions/updates,
The idea is to finish charter in next two weeks and then send it to the 
OGF.
If we do not manage to do it offline I will setup teleco.
