Here is my 2cents on merging PGM and GUS:

The suggested new charter reflects the orginal charter with some updates. 
I think it represents the focus of the group for the most part.

Merging the GUS & PGM:
I support folding GUS into PGM with a stong emphasize on finishing the work
started in GUS and a recognition for work done to date.  Please let us know
what you want to do.

New Charter:
Purpose: The purpose of this group is to bring together grid practitioners
to document experiences, identify best practice and develop informational
documents. These documents are offered as suggested guides to organizations
moving a grid to the persistent level. This group also explores new
paradigms in supporting grids that aspire to become large scale grids with
a large user/application base, while not excluding the small grid efforts.
In addition, this forum can be used to discuss problems and concerns that
are likely to be encountered, technical as well as non-technical, when
moving grid testbeds to production environments. This group should have an
ongoing presence in GGF, serving a SIG/UG purpose in the grid community.

Name Change:
I still disagree with changing the name Production Grid Management to 
Production Grid Services. This implies, IMHO, a group that provides user
services and operational services. PGM was intended to 'pull all the parts
together' to move to production status. The suggested new charter still
reflects that possibility. In my experience, managing a production grid
includes user services and operational services, but more: accounting, 
authority, security, development vs COTS, agreements between 'sites', etc.
While certainly all 'parts' cannot be addressed at each GGF. Other groups
are focusing on parts of a grid and their work should certainly be considered.
But for the new person trying to start a grid or is trying to move a grid
to production, s/he would not get what s/he need in a 'service' oriented group.

Your are needed:
We need to make a decision on this and get the new charter to GGF management
asap if this is what you, the membership, want. My opinion is mine; not yours. 
WE WANT TO HEAR WHAT YOU WANT. IT IS HARD TO REPRESENT YOUR WISHES
WHEN WE DON'T HEAR FROM YOU.
