If the PGI working group wants to describe "compliance with GSI" (as
is mentioned in several places above, e.g., 5.3, 5.4, 7.3, etc.), then
the working group MUST reference or produce a publication that defines
what GSI Compliance means.

Also, you may have to spend a lot of political capital to get
agreement on the GLUE schema as a way of describing and discovering
secure communication requirements, particularly since
WS-SecurityPolicy exists as an OASIS recommendation for doing just
that.  You may want to reconsider the mandates of a 6, as it will
likely turn into a sticking point.
