[Pgi-wg] Documenting the security agreement/info progress

The "track-changes" and "insert comments" feature for MS Word documents has
come in very handy in other OGF working groups.  The "insert comments"
feature is particularly useful for allowing discussions on particular
aspects to flow on with perfect contextual reference.
