I think the difference, as per previous email is that config parameters
are externally set, whereas indicators of state are typically internally
set.  Clearly state changes can be externally triggered, but the
attributes that indicate the state would typically not be directly
manipulated by an external entity.  

This means that the whole run-time configurable debate goes away :o)

On the other hand, perhaps the proper way to manage most configuration
is to make it more runtime-configurable so it is just state!  (Now I
duck out before someone tries to develop a theory of configuration and
partial configurators.)
