[ogsa-wg] ATTN: New US Daylight Saving Time regulations!

US (and Canadian) DST starting this year begin the second Sunday in March
(this year: 11 March 2007) and end the first Sunday in November (this year:
4 November 2007).

This affects the OGSA F2F in March.
