[ogsa-wg] Initial draft of HPC profile working group charter

Enclosed is an initial draft of the OGSA HPC profile working group
charter.  This will be brought up for discussion at the HPC profile BoF
at the upcoming GGF17 conferenece in Tokyo.  In the mean time, please
feel free to comment on the draft via email to this mailing list.
