EMS scenarios draft (was Re: [ogsa-wg] Proposed agenda for Feb. 1st call)

This document started taking on the form of a real ggf draft document
with Darren's edits. After talking with Hiro, we thought that a new
title was in order. Our proposal is for "OGSA(tm) EMS Architecture
Scenarios."

I have uploaded a new draft with this new title. For this draft I have
accepted many of the formatting changes as well as a few older (already
reviewed) text changes. I have also added some sections required for GGF
drafts.
