[ogsa-wg] Draft new charter document (new draft uploaded)

Hi, at Hiro's request I took an editing pass at the document, and
uploaded a new version.  Version 2 includes all the markup, but for
easier reviewing I accepted all the changes, added a draft date and
uploaded the result as v3.
