[ogsa-wg] Data: correction for EU daylight saving time

A final(?) correction: I should also have changed the names of the time
zones affected by DST.  Some readers weren't sure which time I meant.

	7.30am PST / 10.30am  EST / 4.30pm BST / 5.30 pm CEST
