Section 5.1.  Should the profile contain a resource property for the creation timestamp for the resource?

I believe the profile should contain all the proporities needed for minimal interoperability.   So, in general, all proporties needed to manage the life cycle of the resource should be available.
Side question: Who defines the namespace?
