[ogsa-rss-wg] Draft 4 now up

Hi everyone

I've uploaded draft 4 of the RSS spec. It tries to split apart the 
various bits and pieces more cleanly so that the core principles are 
more reusable for purposes other than picking BES containers to send 
JSDL to. I've also opened a tracker with all the open issues I'm aware 
of with the document; feel free to add more if there's anything you 
think I've missed.
