[ogsa-rss-wg] Updated Draft of RSS Specification

Hi everyone!

I've just uploaded an updated version (draft 3) of the OGSA RSS
specification document to GridForge. This updated version fixes a number
of fairly small issues, but is otherwise essentially very similar to
draft 2.
