[ogsa-hpcp-wg] CROWN WS-Addressing version

I guess it must be. It's certainly the version of WS-Addressing that we use.

Liang, are you explicitly defining the wsa prefix, or are you just using it? I'm wondering if my 
tooling is inserting the xmlns:wsa=... attribute because it's missing.
