[ogsa-dmi-wg] New Version of Functional Spec...

This version:
        1. Makes it clear(er) that the data transfer is dealing with an 
ordered set of bytes but that DMI makes
                no assertion about the order in which bytes are 
transferred.
        2. Various typographical, grammatical and spelling errors were 
fixed.
        3. The prose was changed in a few places to be clearer and cleaner 
prose. No semantic changes
                were (intentionally) made.
All changes were made with change tracking turned on.
