[ogsa-dmi-wg] New spec version 004

I uploaded the specification version 004 to Gridforge: 
http://forge.ogf.org/short/OGSA-DMI-WG/spec

I changed the undo strategy section as per today's phone conference.

I release the pen to anybody volunteering for working on the document.
