This update addresses a number of trackers:

Artifact artf5828 : Create a "VO" Section
Artifact artf5827 : VO Role in Security
Added new section to chapter 2 on VOs.  Reviewed Security and Storage 
sections - no changes made.

Artifact artf5831 : Turn section 11.5 (Federation: Updates to Policy)...
Moved text from the Federation policy section to the Policy section in 
chapter 2.
Updated the Federation policy section in the context of what was moved to 
chapter 2.

Artifact artf5829 : Check Interaction of 8.7 (Storage & Transfer) and 
Transfer
8.7 still seems valid to me.  I added a paragraph to tie it back to 
Transfer.

Artifact artf5820 : 2.2: Data Access vs. Data Transfer 
Added a few sentences to try and add to the clarification that was already 
there.  I thought that this section was pretty well written frankly.

Artifact artf5821 : 2.2: Definition of "dataset"
Tweaked definition of dataset in 2.2 and the glossary in the light of the 
Dublin Core definition by changing "syntax" to "defined syntax".
