[OGSA-BES-WG] [ogsa-hpcp-wg] Revised version of BES draftspecification

PS: May I propose that anyone wanting to edit be explicit about taking the
pen. E.g., I know that Peter Lane wants to make some changes to the
BES-Activity text.
