[OGSA-AUTHZ] XACML profile

please find attached the updated XACML profile incorporating all the 
changes that were agreed at this week's meeting in Singapore. Could I 
ask the WG to review this during the next 7 days, and after that we will 
decide what is the next procedural action to take in its progression.
