[OGSA-AUTHZ] SAML and Requirements documents submitted to editor

Having received no comments on the currents drafts, I have submitted  
them to the GGF editor. You can find the URLs for the documents in  
the editor queue below.

We do have a session scheduled for GGF15 in Boston. I don't have a  
time and place yet.
