[OGSA-AUTHZ] Authorization based on action parameters

I uploaded this document before the deadline so that the docs is valid 
for the Seoul meeting. I also plan later this week to upload a draft 
agenda for the meeting.

The doc is intended as a discussion document both for the meeting and 
before and after the meeting as well if people have time to start 
discussing it now.

I did not think it was sensible to actually revise the OGSA SAML draft 
until the WG had a concensus on the correct way to proceed. The uploaded 
doc is the basis for the discussion on how best to proceed.
