Normative changes will likely need to go through public review again,
non-normative changes are simpler to handle.  Either way, I think that
adding errata is appropriate at this stage.

For that to happen, the group will have to document that multiple
independent implementations of the spec exist which can be used
interoperably (e.g., they can be used by the same set of clients, or
pass a compliance test suite).  Once that document is through the OGF
process, the covered specs will be promoted to full recommendation
status.
