[occi-wg] OCCI use cases and adoption document, FYI

SIENA requested a brief statement on adoption use cases and the design  
of the OCCI specification set for their roadmapping effort.  As this  
is applicable to the current NIST cloud standards roadmap document  
development, I have written one and attach it here as a submission  
also to the NIST document.

Please feel free to offer any feedback or requests for changes for  
incorporation into the above efforts.
