[occi-wg] Send shell commands to new hosts started with OCCI

This is how I understand it as well and it is the situation that we are targeting in CompatibleOne, static configuration is all well and good but for future PaaS based work it is necessary to be able to reconfigure things while they are up and running ... not to mention ghandling other more problematic things than just personalisation.
