[occi-wg] Resource with Links Deletion procedure

I've adjusted the permissions for the tracker. Mike could you or someone
else please verify if this works and ping me back?

I tried, but I do not have the rights to create a tracker.  Normally there
would be a submit artifact button or something.
I wanted to add one for "...add a sentence that a namespace SHOULD be within
a DNS domain name managed by the corresponding provider."
