[occi-wg] Link Header rendering page update

Hi, I have update the Link page [1] to include a description of the  
important distinction between the Link base type and the Link Header. Have  
also added an example of Link Header rendering of Actions.

Open issues: The use of Link Headers in Client POST/PUT requests to a  
Resource.
