[occi-wg] OCCI Specification draft

Thanks Thijs.
Just a heads up for those of you scanning over the document - the
walkthrough says it may lag behind the specification. Currently it does as
most of the focus has been on OCCI Core. At the moment we're looking at
mechanisms for managing links and attributes.
