[occi-wg] OCCI Specification draft

Hi @all,

This is the first (almost final :-)) draft of the OCCI Specification. It
reflects the changeset #47 in the source code repository (Date Sep. 21
2009). This release has been tagged. For easier discussion on the
concall on Wednesday all the paragraphs have been numbered.
