[occi-wg] FYI: OCCI use case and req. document

Hi @all.

The use case and requirements document we push into the OGF editor 
pipeline has popped out of the public comment phase. So fare we got 2 
comments (next to some small editorial stuff):

So I'll update the doc and after addressing the comments and changing 
some stuff we'll probably have our first informational document out soon.
