[occi-wg] Nouns and Verbs (was: Syntax of OCCI API) - state model

In this case, we might look at what OGSA-BES and HPC-BP did: a state  
model that is fixed in terms of toplevel states and the transitions,  
but extensible in terms of sub-states without allowing additional (non- 
toplevel compatible) transistions.
