[occi-wg] Nouns and Verbs (was: Syntax of OCCI API) - state model

This is a "view" question. From the viewpoint of a scheduler,  
"migrating" is important; the user certainly does not need (want?) to  
see this. Are we really clear about the target audience of the API?
