[Nsi-wg] NSI CS v2.1 ready for public comment

We have now completed the NSI CS v2.1 protocol specification.  I have uploaded this to a Redmine issue here: https://redmine.ogf.org/issues/308

We would appreciate if this could go out to public comment soon to give the community a chance to comment.
