[Nsi-wg] Intro to transit policies

Hi everyone

Here is the document about transit policies and tree/chaining I promised 
to write-up on the last meeting. I have also included a section on exhange 
points.

Is a bit rough, and I have at least one more section I would like to write 
up, but I have been to busy sitting in airplanes and with other deadlines. 
I hope this gives some insight into the policies of transit networks.
