Description of Issue:
The NSI connection service has parts that are mandatory and parts that are  
optional.

In addition, the discovery service document has a 'features' attribute  
which allows the NSI to announce which of the optional parts of the NSI CS  
protocol have been implemented in that NSA.  This will allow the NSA client  
to predict how to expect down-stream NSAs will behave.

So that the discovery document can describe which of the optional parts of  
the protocol have been implemented an enumerated list of optional features  
should be defined for each service type.
