[Nsi-wg] minutes from today's NSI conf call...

CSv2 branch and trunk have been updated to r116.  This update includes:

1. Tomohiro's spelling corrections.
2. The copyright notice has been updated to 2014.
3. The stpId definition was cleaned up ad discussed on the call.

The CS document has been updated and sent to Guy for processing.
