Description of Issue:
When an initial reservation request attempt fails, or held initial  
reservation is aborted, RSM is in the RESERVE_START. What version number  
should be set in this case? What should be returned to a query in this case?

Discussion of Issue:
GR: it is proposed that there will be no version number returned as the  
criteria element is not included in the reply.
