[Nsi-wg] Full paper on NSI for TNC12 conference

Hi all,

If you guys think it is appropriate, I can write up, as part of the 
intro/problem statement, some science (e.g. HEP, Climate, Fusion) 
examples to frame how a dynamic circuit sevice would fit into their 
workflow.
