Description of Issue:
Two peer NSA need a mechanism to discover the services and versions of the  
services each other support so that they may pick an appropriate version  
for communications.

Discussion of Issue:
In NSI release 2.0 we are introducing NSI interface version discovery  
capabilities.

Resolution of Issue:
Defined new NSI Interface Discovery Service consisting of three core files:

ogf_nsi_discovery_types_v2_0.xsd
ogf_nsi_discovery_interface_v2_0.wsdl
ogf_nsi_discovery_provider_v2_0.wsdl

Also required refactoring of the connection services schema to move the  
common ServiceException to the common framework types definition.
